Thats down to the individual games, valve can't force them to support the steam controller as its presented in the deck, dragon age is listed as an unsupported game for a reason
See : https://answers.ea.com/t5/Dragon-Age-Inquisition/Controller-Unrecognized-Game-unable-to-set/m-p/3999913#M3467
Problem is, the solution described may not be doable on the Steam Deck :-/
I found the file mentioned in the "solution" on my deck here:
/home/deck/.local/share/Steam/steamapps/compatdata/1222690/pfx/drive_c/users/steamuser/Documents/BioWare/Dragon Age Inquisition/Save/
You've not solved anything - no one would dispute that you can reset to mouse/keyboard controls on deck - they were saying they didn't know if it was doable on deck because the solution is actually to remove devices from device manager (which doesn't exist).
At present, I believe it is not fixable by anyone but the devs.
