Windows APU Drivers - Error 1603

About a month ago, I installed Windows 10 on an SD card, and had no issues whatsoever in the installation process. I am now trying to install Windows on another SD card for my brother, but the APU drivers keep failing with Error 1603.

Any suggestions on how to fix this? I've tried Windows 10 and 11, Drivers Only install, Factory Reset install, before and after Windows Update, downloading the Auto-Detect tool from AMD (which installed chipset drivers only, and then killed the Windows installation when I tried to install the graphics drivers again), tried multiple SD cards and multiple Steam Decks. I'm at my wit's end.

I can't test this for you but this post about a different problem I found sounds logical to me. Especially the specific order of installing and letting Rufus pull a specific image.

That method did not work for me. I tried Windows 10 and 11 and the driver fails with the same 1603 error code.

Okay after a lot of poking around I found that Valve was still hosting the previous driver on their servers. It's located here: https://steamdeck-packages.steamos.cloud/misc/windows/drivers/Aerith%20Windows%20Driver_2204252254.zip

I did a fresh install Window 10 to Go through Rufus. I left the partition scheme to GPT. It works for me and MBR was booting into SteamOS after reboots.

I installed the Aerith version first thing once I was at the desktop and those installed without issue. Then loaded the rest of the drivers. I rebooted after and attempted to install the latest APU display driver but it still errors out with 1603.

Used Rufus to download 21H2 v1, then installed all of the drivers *before* connecting to the network and running Updates. Everything works great now.
