Your question kinda makes no sense.
With that said, for most games running on Deck will have better graphics and possibly better performance than on PS4.
However you are in control, while on PS4 you cannot change graphics settings on Deck all depends on how you tweak the graphics settings within the game.
At the end of the day, Deck is a PC.
You may choose quality over performance or vice-versa.
You can install mods to help with graphics / performance, etc...
I mean each console running the games at their respective native resolutions, of course. I know the PS4 res is higher than the Deck's and, therefore, is technically more powerful, but that's not my question...

I am glad someone else tried to speak truth.
I answered quickly because I did not think I would need to elaborate.
Side by side comparison with my ps4 pro where BOTH are docked to an external monitor running 1080p. The steam deck can get FAR better performance at the same settings or run much higher settings at the same clunky speeds as the ps4 pro.
Games tested:
Witcher 3
Subnautica 1
Doom
others
(but honestly Witcher and Subnautica settled it for me)
