Switch to desktop.
Open steam in big picture.
Open settings at the top.
Under controller choose base configurations.
Open Big Picture configuration.
Use the 4th tab across for the On Screen Keyboard bindings.

It's a separate configuration than the Big Picture Mode configuration and Valve has not given us the option to modify it. So you won't be able to change the on screen keyboard settings until they allow us access to that configuration.
Now i'm confused as well.
You will find the On Screen Keyboard bindings in the Big Picture configuration. But these settings only apply to big picture mode. For example, let's say you are editing a configuration in big picture mode and you want to name an action layer. The on screen keyboard will work according the the Big Picture configuration... Left Bumper to go back and Right Bumper for space, etc.
The problem is, there is another configuration, one for the Steam Deck UI. It's separate from the base configurations. You do not have access to edit this configuration. The settings for the new keyboard layout are here, but you can't see them or make changes to them until Valve gives us this option.
So even if you are in desktop mode, if you are using the new on screen keyboard, you will not be able to change the keyboard settings unless Valve lets us.
