batteries will discharge over time. sleep mode is a very low power mode in which will still consume power to upkeep the state you had before it went into sleep mode.
not sure what 100% shutting down would consume in power over time but it would be way less then putting it into sleep mode.
I've seen something similar with drone batteries in the other end of range; after reaching the lowest safe value and landing, after the battery cools down it seems to recover a bit of charge, but if you try to power on again, the battery quickly heats up with use and goes bellow the safe range.
--Disable "Quick Boot" in BIOS--
Press and hold the Power and Volume Up buttons until a beep sounds, then select Setup Utility. Next, go to Boot and select Disabled for Quick Boot, then exit saving changes.
--Battery Storage Mode --
Hold down the Volume + button while pressing the Power button
Continue holding the Volume + button until you hear the system chime
Release and wait
Use the D-Pad and A to select
Navigate to Setup Utility
Navigate to the Power Menu
Choose Battery storage mode, and confirm
