Sometimes the Deck is done with what it's doing, but continues to show a progress screen/icon.
You might also try holding the power button to get it to restart.
If that doesn't work? You might have to wipe the whole thing and reinstall the OS.

I honesty don't know what my genuine reaction would be if I spent $650+ dollars for an experience like this. Reformatting and reimaging is something that a brand new expensive device shouldn't be making you do.
I love how everyone on here just says reimage, like that's a normal thing or something -_- this thing should be trouble-free from the beginning.
That means when you turn it on it should boot. When it updates it should complete just fine. It looks like these things aren't happening though for most.
I also love the "just plug it into the router". What if I'm unable to? What if i don't have a cable or the means to do some alternative setup? This is where justifying this purchase becomes difficult.
I decided that valve did not deserve my money because of these things.
I'm keeping the Aya Neo Air despite it not being a painless experience. Odds are pretty high that I'll keep the Steam Deck when it gets here, too. I also don't expect that to be perfect.
Update: I didn't have to re-image anything after all. I just restarted the device when I actually got home and had way better wi-fi speed than that which I endure at work, and it did the firmware update and setup in no time without a hitch.
Now that that's done, I've installed a few games from my Steam library and have had a blast so far with this handheld. The games that I've tried so far run fantastically.
No 'buyer's remorse' whatsoever here!
Backing out of the installation and re-accepting the wifi every 30 seconds seems to do the trick. Every time I did this it picked up the downloads immediately afterwards. The factory wifi drivers seem to be causing the issue. You can see the wifi icon turn gray with an exclamation mark every few minutes if you just let it be.
