I've turned on Offline Mode AFTER I don't have a connection and it's worked just fine.
So turning on offline mode doesn't require a connection for games to work. They just need to have their initial launch while online
The FAQ doesn't state you have to be online to turn on offline mode for it to work(like you stated you do).
It just states how to do it, that games need an initial launch online to work offline, and games with 3rd party launchers won't work.
I checked it at home. after entering offline mode I am able to launch games and Emulators.
But CIV6 loads up the 2k launcher and then nothing happens.
If wireless (and offline mode on) is still active it works, so this looks to me that an internet connection is required for the 2k launcher to work.
anyone know if it is possible to start the game without the launcher on steamdeck ?

but i did not start the game, maybe works windows only.
You have to have a game that isn't tied to the launcher.
