How does Steam act on Region locking now steam deck is a thing?
Quite simple, I unfortunately live in the Netherlands and game studios don't want to risk bringing "trade-able" lootboxes to our country, thus a portion of EU available games are not in the Netherlands.
It used to be forbidden but as it was slated as online gambling which was basically legalized last October (companies still need to apply for a warrant and commit to monitoring the gamblers not to get "addicted").

Anywho part of me understands gaming studios rather watch and learn if Dutch online gambling law, spreads to other countries before they want to burn their fingers again on that specific kind of lootboxes.

I also know steam us not very "forgiving" If I used VPN to bypass region locks.

But what if I Physically travel to Let's say Germany, Download a game not available in the Netherlands with my steam deck and mobile internet from a German provider. And return to the Netherlands to play it at home. I am breaking no laws and on the time of downloading as I was in Germany and obligated to German jurisdiction (Shengen blah blah blah).

How would steam treat my Download right then?

It works the same as it does now, to change your store country you need to make a purchase using a payment method with a billing address from the new country and it will update to the new country.
There will be a 90 day restriction on changing your store country again and you would have to do the same as before with the purchase/payment like explained above.
But once you do all of that, the region lock for lootboxes will still be in place if your store country is in a country that has banned lootboxes.
Basically, they thought of this and you can't just cheese it to get around the laws. And if you do find a way to cheese it, Valve can simply give you an account lock for violating the Steam Subscriber Agreement to bypass laws in your country. This means the game can't be played anymore, no more adding funds or making any purchases on the store or market, no trading or gifting (all items locked to your account) and you can no longer add games to your account using game keys.

Yeah, Deck doesn’t change anything, laptops have been around for a while. This is hardly the first form of mobile gaming.
