Transfering files over the USB wire is oldschool. There is other programs to transfer files over LAN too.

The apps used are Warpinator[flathub.org] on the deck and Winpinator[winpinator.swisz.cz] on Windows.
It's only random for you because you are not professional. Most folks in IT industry know these names.
Also I would recommend downloading software from their according sources only, to avoid viruses. And don't use cracked software.
It's ok, I allow you to use USB-C. Wired connection is always superior to wireless. If not superior, then at least radio channel polution reduced for others.

USB is based on assumption that one device is always/periodically pushing request, and the other only answering them. You need mediator device, which may be integrated into cable itself, which would accept requests and sinchronize answers from both PCs and mediate their session.

Personally I would have usb-c to ethernet adapter (on both ends if needed) and connect ethernet cable between PCs. Then I can setup static /30 network and connect through IP address which is private to these PCs.
Or just connect both PCs to LAN (router or switch) and get automatic IPs through DHCP.
You get 1+Gbps speed between endpoints if every harware in this pipeline supports it, which is higher than WiFi. LAN means local wired+wireless.
