Alternatively you could grant the filesystem access using flatseal[flathub.org] (under "Other FIles[askubuntu.com]" in the filesystem section for the web browser flatpak).
The same workaround is documented here for Edge[github.com]
However that's an unsupported hack - it relies on the version of libudev used when the web browser was compiled for the flatpak matching the version in the SteamOS base system, as there is no guarantee of compatibility between versions (see here[github.com]). If they don't match it might work, but isn't supported and could break (possibly causing a crash) at any time after an update of either SteamOS or the web browser flatpak.
