Dead no. Complete yes. If you are hoping for updates or more dlc, It's unlikely at this point. Don't hold your breath for more dlc or updates. There are still plenty of players so it's not dead.

development wise, yes. The end of support was announced in september last year, although the final update was released all the way back in 2022.

player wise, there's still a small playerbase dedicated to the game but that's about it
