Well, it could be Sans, Papyrus, Gaster, Asgore, Rudy... potentially a lot of people. Not enough evidence to point to one person yet.

My theory is that the Eggs grant memories of another timeline: Undertale. Note how so far, they've both been placed in places where Undertale characters stay (Sans' shop, Asgore's fridge. I predict the nexgt location will be Toriel's fridge.) If you get them all, you'll unlock a secret ending where the UT characters "remember" the previous world.
Here's my full old post about it:

Toby is probably the world’s most famous Earthbound fan, and I’m starting to see the merit of seeing how references are pretty good theory fuel. When another game or film, etc. is referenced at a certain time, it could be a hint at the themes the game is following. (I think, for example, the game that Toby once said was “very very similar” to Deltarune was actually Heartbound, not Omori, and that whether Binder is actually good or evil will be an indication of Ralsei’s morality).

In Mother 3, there’s an item called the “Egg of Light” or the “Hummingbird Egg.” It’s supposedly one of the most important items in the game, yet is rarely actually used on-screen, except as something to be found or recovered. The game’s descriptions reads, “This is said to have the power to create or destroy an entire world.” One of its uses, it’s later revealed, is to restore memories of a previous world.

I think the Eggs in Deltarune may hold a very similar purpose. Of course, we don’t have much information to go on regarding them, but we can work a few things out.

The description “Not too important, not too unimportant” seems clear enough: it’s not too important because it’s an easter egg and it’s obviously not required to complete the game. It’s not too unimportant because (hopefully) there’ll be some extra content for getting all the Eggs.

The things we know about them and the Man who gives them are:

They multiply.

They are UNAVAILABLE on the Snowgrave route.

Kris puts them in places of eggs in the LIGHT WORLD AUTOMATICALLY.

The Man doesn’t seem hugely passionate about giving Kris the Egg. If you don’t say the right response or don’t want to see him, he will simply leave.

I can’t comment on all of the factors, but whoever the Man is (Gaster, Sans, Papyrus, the Knight, Mike, Asgore, Father Alvin, the imposed will of Rudy Holiday, etc., etc.) they are certainly a Lightner, being able to move across multiple Dark Worlds, and they SEEM to have good intentions in not giving Kris the Egg in Snowgrave. Or, at least, they have different intentions to a genocidal Kris.

If the Man goes out of his way to give Kris the Egg, even if he is not overly concerned about whether Kris takes it, clearly it fulfils some use in the Light World, and Kris knows exactly what it does.

“The Roaring” is a catastrophe similar to what Mother 3’s main villain was trying to bring about in having the masked man pull out all the needles. Interestingly, the pulling of the needles to change the world, each of which resulting in a black geyser pouring out where the needle was, is very similar to what the Knight is doing, “pulling” the fountains from the earth. And, more interestingly, the masked man is considered a PUPPET by Mother 3’s villain. That sounds very Deltarune…

Is the Knight also a puppet?

If the Deltarune Egg is similar to the Egg of Light, it could be Toby’s desire to give the little-used item in the original game a more expansive use. When the Roaring occurs, it might be that the Eggs have a similar power to “Create or Destroy an entire world” and which you use the Eggs for depend on you route. The Man doesn’t want you to destroy the world, so he doesn’t give you the Egg on Snowgrave.

If you collected and placed all the Eggs in strategic places, the world is saved after the Roaring from the power of the townspeople's memories (I'll explain in a moment). If you don't collect all the Eggs, but do a regular route, the fate of the world may be left somewhat ambiguous, but hopeful, like the better neutral routes (or less hopeful, like the worse neutral routes, if you have few recruits). In other words: a FLAWED PACIFIST.

As for the Egg of Light’s purpose of restoring memories, Mother 3 had a previous world: Earthbound. Deltarune has a previous world: Undertale. And it just so happens that the two places Kris puts the Eggs in the Light World so far are in the homes of Undertale characters (my prediction is they will next put one in Toriel’s fridge). Oh, that, and they’re all in places Asgore visits. It might be that the force driving Kris wishes the Undertale characters to remember the world they were in previously.

There were many references in Undertale to Deltarune, such as the Man and the tree in the smoky room in the True Lab (thanks to MysticSlime for pointing this out). The clam figure talking about “Suzy”. The “Don’t Forget” picture on Sans’ wall. And, most interestingly of all, Chara’s line in the genocide route: “Let us erase this pointless world and move on to the next.” It suggests Deltarune was the world Chara and the Player ‘moved onto’ after destroying Undertale’s world. And it just so happens that, in the Japanese version, the speaking style of the second disembodied voice who erases your character is distinctly that of Chara. (Yes, I've seen THAT SpookyDood video since originally making this theory. No, it does not change my mind.)

Keep in mind, I’m not trying to do a “Sans is Ness” thing here. I don't think the Deltarune Eggs ARE the Egg of Light. I just think they might be following the same theme. I mean, “ANOTHER HIM” heavily samples “Giygas’ Intimidation” but there’s no way Giygas is behind all of this since he’s a copyrighted character. The inclusion of his theme probably just represents fear or a cosmic threat.

It’s worth noting there’s a CHANCE that the picture in Temmie Village is a reference to Mother 3’s Dark Dragon, which would be relevant to the Egg of Light, as it is likely the thing which saves the world after all the needles have been pulled and the Dark Dragon is released (not to mention, Temmies are very relevant to eggs and Eggs).

One more thing to mention, it’s that Earthbound is referenced SPECIFICALLY while talking about Eggs. At the start of Ch2 when you first bring all the Card World Darkners back from the classroom, if you immediately go up after the cutscene without crossing a scene transition, you’ll find Lancer by the save point. Talk to him twice, and he’ll say “You’ll never get through your teens without at least one Egg, ” which is a line from Earthbound. The "E" in “Egg” is capitalised, and you can’t tell me that’s a coincidence. It’s the only time anyone other than Temmie references the Egg Kris gets from the Man (interestingly, Lancer also talks a lot about CLOWNS, too…)

This Lancer line is also an Earthbound reference I got in reverse. I played Earthbound for the first time shortly after playing Deltarune Ch2 and there’s an egg merchant in Burglin Park, Twoson who says the same line almost word-for-word if you decline to buy an egg. Just something to think about.

Oh, and one more thing. You know how I mentioned you can only find Lancer in this spot if you go to it straight away without crossing any transitions. Well, apparently exiting the game counts as a transition. Save the game, then exit and reload, and Lancer will be gone…
