Although I disagree that there's only one ending, that is likely what Seam and certain others think.
It's possible he changed his mind, or was never being honest about it to begin with (in a jokey way), but I'd say giving a whole second route with no consequences for the ending just seems kinda like bad writing, and more like just fanservice for fans of Genocide than something important for the story. Toby does fanservice, but I don't think he'd go so out of his way for something without a point, especially with his new vague phrasing.
it's still TECHNICALLY one ending because none of the other endings are TECHNICALLY endings, only precursors and stops to get to the real one
Or just wants to confuse you, since he's seemingly aware he's in a game.
