An optional boss can be as hard as you want, bc they're there FOR the optional challenge. You don't have to beat them to beat the game, just like other superbosses like Ruby Weapon from FFVII. And it doesn't matter how early in the game it is, especially in a game when levelling up isn't important.
Complaining about an optional boss being too hard is like complaining any boss is too hard to no-hit. It's YOUR choice to take on the challenge, and you're free to ignore it and move on with the game if it's too hard. But once you complete the game, you have something to bring you back to playing it while you wait for future chapters.
And many, many players have managed to beat him. Trust me, they're not all Merg-level bullet hell gods. Even I managed to beat him after a few days, and the sense of satisfaction is something else.
