That is true. The problem here is, that the Terraforming even don´t make any sence. There is a magic that expend from your border that turns everything, and I mean everything into Snow/Grasland, what is great when you need it, but it will ALSO destroy mountains, what is bad when they give you a perfect wall agains NPC enemies. Then you have magic like turning areas ( 1 only ONE area) into wood, that don´t work on mountains.
And then you have the "special" race abilities, like desert favor, where you don´t have any of magic that helps you to get this bonus.
In other words, they even have not really think about the terraforming in this game twice.
The only terraforming you can do now is Grasslands and Tundra. You can't spread deserts, swamps, volcanic, blight, est anymore.
There are spells which convert the province you target into such biomes, but they're a one shot type of deal. Not the passive spread like what we had in AoW 3.

the lack of other tome combinations and lack of split affinity T2, T4 and T5 tomes kind of indicate that they intend to spread out dlc content over a lot of releases.
to sum up, i think that they put in a lot of thought when it comes to terraforming, and came to the conclusion that it is something that they will think people will pay for. we see this with a lot of mechanics in this game, everything is set up for more dlc in the future.
