In my personal experience, I always get an "internal Server Error" every time I've tried to join a modded game.
I think you both need to have the same mods to play together. Which is why it's a small blessing that the game actually lists off which mods the host is using when you scroll over the lobby.
I don't use mods, but i'm playing on a cloud gaming computer : shadow. I hosted a first game which started fine, but around turn 10, we got several internal server errors. We tried to refresh the game, quit/restart a few times but nothing works.
Now i have this error -54 and i can't host or join a game.
Could you share details about that cloud gaming computer?
What connection are you using? VPN? What is your geolocation?

I'm used to struggle with games compatibility problems with cloud gaming but it seems that AoW4 should be fine, maybe i'm wrong and there is firewalls issues
Press the Windows key+S keys together. Write “cmd” in the search box.
Next, simply right-click on the “Command Prompt” and click on the “Run as administrator“.
When the Command Prompt window appears on your screen, execute these codes one-by-one to reconfigure the network settings.
netsh winsock reset
netsh int ip reset
ipconfig /release
ipconfig /renew
ipconfig /flushdns
I do not think it is an issue with your PC or shadow PC, whatever you call it. From the way you describe it, it is more likely a general multiplayer server issue. Currently it is a little chaotic, as multiple players try to use it and it is causing a wide range of different errors due to the sheer multitude.
Until the problem is addressed by the MP team successfully, I would recommend to you to check whether you and your friend can enjoy multiplayer by making use of Steam's Remote Play and the hotseat functionality of the game.
If you have problems in other games as well i think my solution is worth trying.
Looks like cloud gaming doesn't like that kind of commands xD 2h crash until someone in the Shadow support team could give me a new IP adress :D
I tried to install and play on an old laptop, and... it's working like a charm, I think AoW don't like the network security devices shadow are using... feelsbad.
I'll keep an eye on the shadow updates, they'll make some bypass to let steam work properly in the near future.
