Report a translation problem
I just tried a new game with and without carrying over saves, and it only mentioned the item bonuses before starting with the story. So I think the relationship specifications happen a bit later on.
Anyway, based on this thread (post #13), it sounds like you'd be able to do the same as in the PS5 version. (or you could also just acquire some save files, which is what I did for past games to start with NG+)

However, whether you transfer data or not, you are allowed to select your romance partner from CS4 (affects a few minor scenes) and which characters you maxed bond with, effectively overwriting history for Rean. The advantage of transferring the CS4 data is that, when you are telling Reverie which bonds you maxed and which partner you went with, it will mark the ones you picked in CS4 and give you a higher link level bonus if you pick them again.
So there is no downside to transferring save data (since you are not bound to treat your past decisions as canon), and whether you do or not, you get the prompts you're describing from PS5.
