Atlas island too small to restore ecosystem

In the second sector, I was directed by an atlas to a tiny island. I have to restore its ecosystem from 47%, which requires pretty-much everything including four animals 14 trees and three plants. It's so small there isn't enough room on it for 14 trees. The entire island is a circle of perhaps 3m diameter, and a lot of it is taken up by a big rock mound.

I've done the simple things, but there's no hope of doing everything it needs. Am I softlocked ? Do I need this island to finish the game ?
