There's a tool called a Stone Dorkip that can be used as a spear or a hoe on Farming Plots and on ordinary ground to collect Soil. Maybe that replaced the actual hoe, I can't remember.
SPOILER:-If really desperate, create a new world and play that, even if only temporarily, before going back to your main world. Your character, their inventory and the recipes they have learnt transfer over. Since you already know some recipes, the stones you henceforth encounter will contain recipes you haven't already learnt. I couldn't find a Campfire recipe to cook food, and used this to get the recipe in the first stone I encountered.
I had read about the way to just load a new world to get these resources again. That was a good tip. I have some other games that work like that too, like Solace Crafting.
So there isn't a recipe for making paper?
On one of the large islands, you find a garden set up on a hill -- very easy to spot from the air. There is a "Dorkip" gardening tool you can use the sketchbook to learn the recipe for (and there may be another way to learn it using the crafting slots where you add materials to learn). The dorkip will let you harvest soil by simply clicking on the ground - click once and move to harvest more, or it will just put the dirt back on the same spot. And you can use it to make dirt pathways or bare spots on your island by removing soil.

Good suggestion, I didnt have the same issues as OP but I found additional benefits from following the tip.
Saved me having to backtrack all the way back to the starting area, to copy blueprints when I didnt have paper, and I learnt new recipes from the lesson stones.
Actually there is a recipe for it... you have to learn how to make "paper pulp", and its like 3-4 paper pulps to make a piece of paper. You learn it.. surprisingly late? Funny thing is I know it, but never use it... I just religiously grab every scrap I can find, all the time; its often hidden in the grass and in out-of-the-way places....
There isnt enough... and they will add more... if you think its bad for you, then imagine what its like when there are multiple people playing and living under this same limit. Still, I think that every item you sketch is one you WONT have to get by knowledge stone, which means its more likely you will get the good things from them sooner. Best not to hoard paper, IMO
I did once find an island with just TONs of new stuff to copy, and did not hesitate to "give" myself some new paper... I felt it would be a pain to go back home and make that much "paper pulp".....
