Emulation quality is excellent, the question is why Konami does not add other games, I would play Monsters in my pocket

Konami does not own the IP and likely does not have the license anymore, so that's probably why.

How does not own and have nothing if Silent Hill 2 is created

Konami made the game under a license agreement with the original IP holders of Monster in My Pocket (Morrison Entertainment Group) at the time of its original NES release. Said license likely expired and would need a renewal at this point with Morrison to re-release the game.

Silent Hill has no relevance here, as Silent Hill is Konami's own IP.
