"Deluxe Pack" aka Upgrade Pack requires full WoA (HM1-3)
Both are the same content, but in your example below 24€ WoA would make sense
Imho, the overall pricing is always ~45-50€ for WoA + Deluxe content (big Sales)

Also, in your answer seems you give an opinion based answer, not a fact based answer. How does it make more sense? Why? Because content is one to one equal, or because you considered some other factors?
No. One is the full game including the deluxe pack. The other is just the deluxe pack (dlc).
If you own Part One. You need the upgrade pack + deluxe pack to equal the deluxe edition.
If you already own the standard edition, you just need the deluxe pack to equal the deluxe edition.
If you own Part One and buy only the deluxe pack, you will still be missing the H2 & H3 campaigns.
