it's a dx12 specific game and win7 doesn't support dx12

It's the same game with some minor features added.
It was even possible to play the game on Windows 7 before update 3.40 and they removed this possibility. Also possible to use DX12 on it if they really wanted to.
Windows 10 is such a crappy OS i barely play this game because of this. Actually it's the only game that requires me to use that ***tty OS, having to use a separate hard drive for this crap so it won't infect my files.
The worst thing is that H1 & H2 are Windows 7 compatible, which makes this sequel (and last game) something very separated from the rest.
Such a dumb move IOI.
It might work because it was made for the same case as far as I know. The game isn't running on lower Windows versions, but the patch fixes it.
The patch repurposes files made for the Linux gaming community to "translate" DirectX to Vulkan, if I'm not mistaken.
If you don't wanna have such unreasonable limitations in the first place, you can try switching to Linux. A newbie friendly distro would be Linux Mint Cinnamon e.g.: https://linuxmint.com/download.php
(Some anti-cheat games aren't quite there yet, but the Steam Deck might change it in the future)
Hitman 8 is not new game for PS5/XSeX, it's the final game in Hitman 6-7-8 trilogy, built on the same engine and it supported 7 on launch.
