ioi wouldn't have anything to do with making the movies, all they do is get paid for the license and some film studio would make it, no attention split involved.
Also, there's been 2, not just 1. The first one (Hitman (2007)) was OK, not really much of a Hitman movie, but about average for a routine action film.

The second, which wasn't even a sequel it was a reboot was just stupid and felt like it wanted to be a parody but forgot to put in any jokes. Hitman Agent 47 (2014)

In a different direction, this isn't technically a Hitman movie, but it's a movie about a Hitman and I think any fan of the game will appreciate the humor

If you had asked this question 20+ years ago the correct answer would have been David Bateson, he's not only the voice for 47 but also the face model and a decent actor

Not well known in the west, but a decent enough actor and would have pulled off the look a few years ago, not sure about now, haven't seem him lately.
But you're asking this now and I'd honestly go for someone even younger, someone that you could build a franchise around for the next 20 years, casting it today I'd pick KJ Apa. He's the right height, he's got a good athletic build, he continues to improve in his acting range, and he's got the right mix of European/Polynesian appearance so that you can't quite be sure where he's from that fits the 47 appearance model. If I would be forced to imagine Hitman film, I would try to make it a slasher style film - with 47 being offscreen boogie man, and focus would be on trash people who will get axed by him.
but the first one have the best bed scene in every movie I have seen, he just stunned her to get to his target
but this lovestory light in the subtext ruins everything in the movie, and the second one is just crap
i don't keep up-to-date with hollywood shenanigans
That being said Mr. Bean should be 47. That way the movie will be at least 2% enjoyable thanks to that great and funny man.
