I just loved the gameplay and the story.
The number of characters was directly due to the story being inspired by The Water Margin and its 108 outlaws. And the presence of the town being built up gradually was apparently at least in large part due to the desire to avoid having nothing but combat characters, hence having lots of services and vendors, etc. and they needed a reason and place to exist in, hence the town.
So it may just be an example of convergent evolution happening independently, resulting in similar game design elements for completely different reasons.

Yes BoF was also one of the first JRPJs to give us a couple non human characters although always less than 10 characters. Shining force 1 and 2 have 30 characters each.
You can have a party of 3 or 4 in BoF games, In shining force it's 12. But shining force combat resembles more Xcom and Fire emblem than it does a traditional JRPG. While BoF is a complete JRPG with the cool mechanic of various methods to travel over the world map.
