An Electric Island dungeon is inaccessible during winter

I've gone all around the radius of the island and there are no staircases down, it's just a cliff all the way around. The only way down is to go down the waterfall using the Flippers, but during winter this is impossible because it's frozen over. The water around the inner sides of the island at the bottom also can't be crossed because of the cliffs.

I get that all I have to do is wait until another season to do the dungeon, but this should be fixed as a season shouldn't block off dungeon content imo.

There is an in-game solution in place: if you find the winter temple and resolve the first battle, you can pick up a short range teleporter. It will be accessible in your tool wheel afterwards and allows you to teleport (in short range). Hope this helps :)
