If you go to Select New Puzzle and click the Custom Puzzle tab at the top/right this is where workshop puzzles will show up at once subscribed to, as well as where you can add your own.
Do note that access to Custom Puzzles requires owning at least one DLC (any DLC counts, so any of the puzzle packs or the new stickers content).
Also the game allows players to join your game when using custom puzzles/DLC even if they don't own a DLC and don't have access to this themselves. Only the host needs to have it, so any friends/family can join your game and puzzle together w/o purchasing anything.
