I would say no, as the strategic game and long term planning is much different. You're also not spending a lot of time thinking about how to Tetris in your rooms, which is nice.
It's like a normal sequel to another game. The game is different and new in significant ways, but also familiar. Bottom line is that if you didn't like TPH, you're not going to like TPC. If you enjoyed TPH, you're probably going to enjoy TPC.
I think the graphic style is same as two point hospital. Im sure the game mechanics are totally different though..since this is not a hospital. Think of the pixel remasters of final fantasy..the games looks the same, but involve different stories and mechanics.
Also sequels that are refinements on the old formula with more content have been normal for as long as games have existed. I can only assume people trying to spin it as a bad thing are just trolls. On equal level to all the "$40 game in an age when games cost $70 is too expensive" trolls. Which I block by default. With zero guilt.
You then change the font type, add block underline and italic, change the punctuation and the font colour is now yellow instead of blue.
The aesthetics are the same as is the basics of creating rooms and decorating them. But there is less micromanaging everything and you're looking a few months ahead instead of fixing immediate problems. You also know exactly how many students you will have unlike in 2Point Hospital where you could get swamped.

Implying the Doctor got lost into the wrong game :P
You can try to defend it as much as you like but it is no real difference gameplay wise to TP Hospital.
You have rooms that have to deal with certain needs, which is similar to the diagnoses
Lecture Halls = GP Office - possibly as they are not really "specific"
Classrooms = Diagnoses Rooms
Dorms = Wards
Student/Staff Lounge = Staff Room
You have staff to look after the building
Assistants = Receptionist
Teachers = Doctors (they all have different specialities)
Janitors = Janitors (who woulda thought)
Students = Patients, they all have their own trait types and needs
It is literally the same game with a different setting, again they have added in some different mechanics but nothing that would really say that this is anything new.
All that being said though I loved TP Hospital, and I am loving this game so far and I have only really played through the tutorial.
End result is, if you are done with TP Hospital then I wouldn't rush to buy this game, as it is just "more of the same" wait until it goes on sale. Still worth a play though.
you would play 1 genre of a game and all other games you find of this genre are the same games for you because they are similiar to each other.
