How do I upgrade a weapons level? The value in roman numerals next to the name?

So I had a pop up explaining a new mechanic, but could only skim through it really fast since it didn't pause the game in the background and was being attacked. I think it said something about being able to influence the spawn rate of skills on the tree and something about doing something in town. Found one in a map, and nothing happened after completing it. It looked like purple shards or like cracks. I couldn't find anything about it in down and I tried to look up info on it, but couldn't find anythi...

I want to play the game but my savegame disappeared twice. It was on hardcore. And it's not my characters who dies and erased but my meta progression. This often happens after about two or three days, I thinks I play on the same device, and it's on ubuntu if it's important....

So i upgraded my descent defence to be 20 waves with 10 intensity each encounter takes like 40 minutes like that, its crazy how long it gets, that cant be intended, and if you complete all 3 encounters like this which takes 2 hoours u get 1 level worth of exp ?
