We don't want games to have a higher standards with higher hardware requirements, because people are cheap and don't want to spend money on their hobby.

I got overkill parts as insurance against trash optimization passed off as "no man itis the potatoes to blame! Also anything we cut is to appease potato's/console peasants" Not because of the sales pitch of "Real gamers have real hardware for real specs"
Then again, that habit started when another dev cried over bug-repping 4 gig sized temp files of copy pasting the entire poorly optimized single save slot folder, then bugging out on quietly deleting itself on exit clogging up disk space (and the probable cause of the game shortly freezing the first time you load your save in a session) by whining "It is an optimization trick! we are saving you ram! SSD is cheap and the tech report dot com says SSD wear is a myth"
If someone came into your house and hit your PC with a baseball bat, team "Consumer always at fault!" would try to pass it off as "No see, the holes in your case are an optimization for CPU temps"
Majority of people doesn't even know what optimizations is, you can't magically make high quality gameplay work with low end hardware just like that.
Optimizations usually means sacrifice in gameplay or graphics in some shape or form, because there are hard limit of what the game engine can do with low end hardware.
And people who refuse to upgrade their computers for a higher standard is to blame why we get nerfed games.
If the game gets over optimized the gameplay will suck, that's my point.
