A: The "worst" is the operator, because it is the only(?) one with no default psi resistance. The lowest price would be tempting if not for the fact the stalker 1 callbacks include more psi ♥♥♥♥♥♥♥♥. (and no more psi resist artifacts like we had in say, call of pripyat)
B: Diamond is possibly not the ""best"", but it SEEMS to be the most well rounded "Nothing SUCKS" out of the box while also, in spite of the name, NOT the most expensive (by default, we all know upgrade costs can be wild). So might be the best "unlock sprinting and then touch nothing else" suit to try and save a little money when using a worthwhile exo.
To be fair, exo suits include more fussy questions like "Which has the biggest bastard to grab in a hurry blueprint unlocks for things you really want?" which is hard to answer in a hurry. because all the clickbait guides from fan and game journalist alike are only posting blueprints and not the upgrade TREES (and what upgrades are mutually exclusive).
Which can be wildly arbitrary. basic body armor like the PSZ-7 comes with a camel pack water bottle and carry+ by default and allowed to buy both. Then they start going "oh gosh, you need a blueprint for BOTH of those! Also you can only get one." on other suits.
so im near the end of the game "salt earthing" every stash possible and the Diamond Mono exo is available to you in Yaniv before the Brumbarr merc exo in pripyat (white house). ill load a save and fully upgrade it and see if its better than diamond and report back.

Pick one of these, they don't really differ much.
Anomaly protection is not really important.
Upgrade the Physical/Psy protection and carryweight/wear and tear bonuses and ignore the rest to not make your repaircost explode. The anomaly protection can be enhanced by switching out artifacts when needed.

can confirm brumbarr merc exo is just a equally pitiable version same as the ward operator exo. just sell it
If you want pure anomaly protection, then SSP 100I suit offers more anomaly protection at the cost of some physical protection, substantially less radiation protection and almost half the Psi protection. The best Sirca suit that I've found and can upgrade to be better with anomaly protection and Psi protection is the Sirca 100M, but your physical protection is more than halved and radiation protection drops by nearly 1 and a half bars. (Haven't been able to thoroughly test all this cause technicians cant fully upgrade these suits except the SSP 100I)
So my vote is still on the Diamond and balance the rest out with artefacts.
