You have to kill the last wave and meet to listen to him give a speech before you're done.
Also, if you weren't very thorough or fast in cleaning out the monolith the stalkers will try to get THROUGH the front door of the meeting hall to shoot at them from the windows on the back of the building. That's what gets it stuck and needs to be fixed. I didn't have that problem since I stayed out back, but I've heard other people say it was an issue.

Or the quest would have updated and you wouldn't have gotten the message that it fell. You still had a monolith alive in the camp somewhere.
Unless you were using a trainer or used console commands and glitched your progress somehow.
Yes, it takes Clairvoyance to tell you that you didn't complete the questline so you failed it.
I did all of that too, speech and all, used a console command to kill all enemies within 1000 meters, and still when i left the town they "got overrun. Not sure why these people are denying the quest is completely bugged.
It requires UETools, and then you need to teleport to a random point on the map, teleport to Clear Sky, and then teleport back to Zalissya, and it breaks the "failure" trigger..
No joke.
I'm re-posting what I wrote in the other topic about my case and what I did to finish it.

I have entered SIRCAA after patch 1.0.1 and completed it post 1.0.2. Just to give background information.
I have made hard save after talk to Lodocka at Quiet's place. When I moved out to explore impact of the changes resulting from main quest, I have gotten radio call first about disturbances at Sphere and later call for help from Zalissya.
My first 2 attempts to get to Zalissya resulted in quest bugging out and the doors to Ward barracks being locked. I walked slowly towards Zalissya and engaged with enemies spawning along the way, particularly big shoot out at Eastern Checkpoint. This means I was hit by an emission and had to hide from it before entering Zalissya.
My 3rd attempt, and the successful one, was simply to run as fast as possible using energy drinks and ignoring any hostiles to Zalissya. I have managed to get there before the emission triggered, Ward barracks doors were unlocked and I could initiate the quest. Emission never triggered for me 3rd time.
The trader still dies as he simply walks towards the safehouse and dies when he reaches it.
