There's no lore reason for vehicles not being used by the STALKERs. Originals were supposed to have cars and a car level fyi.
It's only gameplay reasons. If you want a real lore reason it's because moving about the zone on a vehicle is probably just as dangerous as on foot. Far too many anomalies and ♥♥♥♥ roads. Some proper humvee action or bikes? Perfectly plausible, the military constantly trades with stalkers illegally anyway and mercs have their own sources as well, so external influence was obviously possible and plausible.
Supply though? Most likely not a problem. Maybe for the average loner or bandit, Freedom, Duty, Eggheads, Mercs especially etc. all have ample resources and could feasibly move gasoline inland.
Also, do you know how long it takes for gasoline to expire? About half a year, so expiry is most likely not a problem. Goods move in and out of the zone constantly, it's not like Fallout where there's 0 supply.
The recent Pacific Drive perfectly illustrates the dangers of driving in an anomalous zone, regular cars would be prone to... destructions, but like I said, quad bikes, offroad bikes, bicycles, or maybe even a proper offroader would have a field day.
I could only see the military and their scientist to have the technology to map anomalies and even then I don't think it would be reliable.
But for sure it's not something your average loner would have access to.
