I mean lets be real here. Actual military grade night vision goggles aren't cheap, and this is Russia. They're using AKs patched together with bubble gum.
I'm assuming that they did the same thing in STALKER 2 as they did in the first games... Only the high-end suits have access to them.
they had them years ago just fine, stalkers obviously haven't been chucking them into rivers as several npc's are shown wearing them.
My pet theory is there being some engine limitation on animation ammounts, or level designers compalining.

Russian weapons are also less vulnerable to defects than western ones and, you won't believe it, the russians also have night vision and thermal, otherwise they wouldn't be able to compete with the USA. Furthermore, the game is set in an unspecified future which means not in the times of the former Soviet Union.
No matter how you try to spin it for yourself, there is no realistic reason why there should be no night vision or thermal in this game.
