I have randomly had that thought also, but considering you can play this game and never level up once(base level 10 if STR starter for example) and still do a lot of damage/stagger damage just with amulets/grinder buffs/throwing weapons, I think that would just make you a tad overpowered if you had a +15 normal weapon and had 50 points of scaling in a stat.
