Has someone succeeded in parrying or even avoiding that attack?

Yes
Do you parry it or do you avoid it?

You can just run away when you see the animation for it start-up.
How far do you have to be from him? Can you escape it if the guy does his attack in the center of the room?

It doesn't have that much range... If he stands dead in the center on that brown stripe, then about 3-4 tiles away should be safe...

Which one? He's got one where he stands straight up and starts twirling his arms; that one you want to get in close to him, inside his arms. The other one where he leans forward and starts twirling is a close AOE, so you need to run away.
It’s the one where he stands straight! I’m gonna try what you said!
You’re right! It works like a charm! Now I just have to find a say to go through phase 1 with minimal pulses loss. I am reminded of how much I hate phase 1!

If you don't mind using throwables, they're a lot more effective during his first phase when he's a slower moving, bigger target.

run towards him and stay under his legs...you can attack him too while he is doing the tornado

maybe if you run into the hallway. but this AOE covers more area the you can escape while you are in attack mode.
go with V!KiNGs solution.

There are two tornados. The one where he stands up, you run close, and the one where he's kneeling forwards, run away.
