Staggering! How does it actually work?

Can somone explain the stagger mechanic? I fight enemies and sometimes the health bar turns white. What now? I didnt get how it works and woul be glad if somone could explain it a little in detail :)

once their health flashes white you do a fully charged R2/Right Trigger attack to stun them for a fatal attack.

R1 the enemy enough times until health bar is white.
Perform a charged R2 attack and it will stagger them.
When you see the 3 orange scratch marks push r1 to do a visceral attack.

I noticed you can get in free 2nd charged r2 attack before the visceral.

Charge attack for a visceral/riposte chance. There will be a red circle where you need to be to start the animation.

The stagger gauge fills up as you Perfect guard attacks and deal damage to an enemy, while it isn't shown visually I assume that this fills up a hidden bar that slowly drains over time to award aggressive high risk play. Once an enemy's health bar turns white you can charge a heavy attack to knock them down and do a Fatal attack. If you aren't sure of where to stand to do this attack on most bosses a red circle will appear on the ground you stand on it and hit your light attack.
