Triumvirate amulet broken

So this amulet is suppose to give a +1 to all legion arm abilitys however my innate fire arm is level 3. when i add the amulet nothing changes. Anyone know how this amulet works?

I mean it is level 2. with the amulet it should be maxed however i doesnt add an level to legion arm.

It doesn't upgrade the arms. It increases the stat scaling by 1 letter grade.
