We will almost certainly enter the DLC from the overgrown Stargazer outside the Malum District, so yes pre-Romeo is probable.
And thinking about progression in the dlc, as the main game is linear with how frame parts are found. Makes me believe you have to progress the main story to bypass roadblocks in the dlc area. That is assuming you can enter the dlc as soon as you find the rusty stargazer.
I'm also wondering if the main game will get some changes, like new items on the map, or p organ changes. I also would not be surprised if we get that winter outfit seen in the trailer just by buying the dlc.
I'm personally really hoping that things you do in the dlc will effect things that happen in the base game.
This should let me dive straight into the dlc when it releases, but if the dlc changes the early game, i will start a new save for it.
All the endings give that post credits clip.
I dunno.
Though i do wonder if we will get the ability to upgrade the punching arm....
No, unfortunately they have already confirmed that yes, there will indeed be new achievements.
