King of Riddles second location not ringing

I am on NG++ and for some reason I am not getting called at the Malum district location. I answered the first one correctly and opened the door. Why is he not calling, am I just SOL?

Update: I went and did a couple other things including lying to Alidoro in Venigni Works, picking up and playing Divine Service, appraising the BRB coin, picking up the ergo decoder from Venigni, and trying to open the Trinity door associated with that phone, and then I went back to Malum district and retraced my steps back to the phone not using any shortcuts and one of those things worked and its ringing now.
