The boss is good, you just have to learn him, like any other boss.
The boss is terrible. Multiple ways of inflicting decay from all ranges, there are too many moves to memorize and respond to, hits deal far too much damage, have insane tracking, and incredibly far range. Also, there really isn't much room to deal more than 2 attacks because the boss' close range attacks are too damaging, which devolves this game into another generic Dark Souls boss where combat is limited to dodge roll - hit once- dodge roll - hit once....repeat.
Even worse, the moveset is very boring.
Its nothing like the Romeo fight which was a more engaging fight with better spectacle.
