Almost anyone wearing a mask can be killed sooner or later. A couple of less important ones can be killed indirectly via neglect. Otherwise, not really.

Oh yes, be careful about that. I accidentally killed a NPC and ♥♥♥♥♥♥ up Belle's quest. I thought it was some enemy which will attack me, so I attacked it right away. And then I found out that I had to have a dialogue with him.

Oh, you certainly can, just not right away. Unless you mean Hugo, who you can just flat-out ignore basically.
