Technically Alidoro's weapons arent boss weapons as he doesnt use boss ergo to make them, he just has them in his collection and is willing to trade. This is what Hugo says - you bring him another boss egro and he wll reward you win a weapon from that collection (ie "Alidoro's weapon"). Its somewhat poorly worded but not that confusing.
There is a much bigger oversight with Hugo's questline IMO. Hugo is a kid, or at least significantly shorter than other adults. About the same height as Pino and much smaller than Alidoro/Parrot. But when he starts wearing Alidoro's outfit its a simple model swap without size adjustment, I doubt a person can grow this fast, even in that world.
