As I see it, it comes down to which normal blades you're upgrading. I like to have one faster weapon and one heavier hitting weapon.
it goes along way
1. the only weapon that allows you position yourself after each attack (important)
2. also the only weapon that allows you to parry and then counter instantly after a charged attack (allows overcommiting attacks)
but if it is for me playing technique,
I'd pick dancer's curved sword set.
Two Dragon Sword only works if you're good
So there isn't really a wrong answer - both are very powerful weapons that will easily carry you through any run. I prefer the Ripper for the additional reach, range on the charged heavy and punchier hits. But if you're a person with a good internal timer, the Two Dragons heavy counter is undeniably insanely strong. Personally for me, I found myself slightly mistiming it more often than not, and in the NG++ cycles the enemies hit so hard I couldn't risk making the error by over committing to the charged heavy unless I was sure I was going to get the counter. That definitely steered me away from the TD in my later runs.
but the game has enough resources to fully upgrade both
I finished the game with a fully upgraded trident, dragons and 4 or 5 simple weapons.

Just to show you what kind of damage the two dragon sword can do when used well. This wasn't even a very good run; I made plenty of mistakes. ;)
