Can you actually find sophie again anywhere after the rise of p ending?

Nope, as far as I know and explored, Sophia is nowhere to be found. This makes sense since you either gave her peace or ultimately destroy ergo connection that Manus built.

Right, but that location is only visible in a cutscene, and she specifically says she's "staying where she is."

This, combined with the fact that we reset in Hotel Krat after the ending cutscene, suggests that ending is a coda--not an invitation to seek her out for another conversation. Most games that feature heavy narrative lines do this: offer plot resolution, and then put certain NPCs beyond your reach.
