It was found in the bathroom of the arcade area, near the merchant, title is something like secret of V.

It was something like "Tragedy, the secret behind the flamboyance!" you need to read all the pages. You pick it up in the bathroom near the merchant in the Lorenzini Arcade.

Try talking to Venigni again, if you've read the book to the end. Then try talking to Arlecchino again.
