Spend a life or two just straffing around him - learn what moves he uses at what distance, like his belly-flop is more common when you are a certain distance, and he always follows-up with the "paddling" for like three strides or whatever. This move you can dodge into/under him and then go to the side (he moves to fast directly forward and will catch).
I also had a maxed Puppet String by this point, which you can sorta spam and then use the Legion Mags to cheese it a bit (the leap into the air can avoid sweeping attacks, and can trigger stagger quick).
Believe it is vulnerable to both fire and shock so if you have throwables that do either they can do a real good number on it. Outside of that just learning it's tells and moves and, of course, taking out the adds as soon as they spawn.
