Are you using best available defensive parts? You need to invest a lot into capacity but latest patch made it slightly easier to use best and heaviest parts since you now get 0.5 mass more per point spent on Capacity.
Defensive parts scale with NG+, there are apparently +2 pieces so this should help with defensive side of things. I'm worried about damage scaling since you get +10 weapon by end of first playthrough and after than you can only increase your damage via stat allocation and some minor upgrades via P-organ. This means our damage will most likely start falling behind heavily in NG++.
On the plus side - it isn't like Elden Ring, where FROM suddenly decided "You know what - NG+ doesn't need anything different anymore", and they also made it so you could duplicate the boss souls via the walking mausoleums, so aside from endings everything else can be done in one go.
Otherwise though - that sounds about right for damage. Think about it like "add X again" with regards to your NG+ level. So if you can beat NG comfortably with 15, then NG+ might bring you to 30, though it is more likely 25 is fine.
NG++ is then starting with 25/30, and you will likely end up tossing 10/15 more levels at it, essentially adding your first run to the concurrent ones each time. If 70 was good for NG+2, you would likely need around 80 to 85 for it to feel normal again.
Edit : That's how I play souls games usually anyway - NIOH I just dump more points into offensive stats and am one of those people who use like 10+ things per fight and then hit the Shrines often to reload (a la Glass Cannon).
Nioh 1 and Wo Long as well.
But those mentioned games are like the only ones that ever put some sort of effort to make ng+(s) feel different.
