Did he leave a note on his desk? Try looking outside - go up the stairs. He may have something to discuss with you

He changes spots once to right outside the Hotel by the fountain later on, but if he is not out there, then maybe try to fast travel somewhere else, save, quit to desktop, relaunch, load in, and check if he is there after that?

Sometimes the game seems to have problems with pop-in assets like enemies that take longer to render to the level; thinking this is the same type of thing.
