Disruption's kind of. Underused.
I'm noticing this as I go through the Opera House again, but I don't recall any particular points where I've been petrified of suddenly going kaboom, as opposed to other games where the Curse-analogue is a high-panic situation. I know a lot of people already think the game's hard enough, but I would have liked to see a few more situations where it was a higher-risk thing.

Or maybe I just haven't seen any of the situations near the end of the game and there are some.

They do but there still needs to be a sense of peril. Basilisks are easy to deal with when you can handle them, but they can still surprise you if you're just brain-off mode. All of the sources of Disruption I've found so far have been like. They can't even surprise you.
Honestly I feel like Disruption showed up a little too much compared to some of the other debuffs. You've got the opera house spider things, the crystals that give you it for just being nearby, the hounds, the gas flamethrower guys, and the final boss. With the other special status effects I can really only remember Shock being inflicted by the Puppets of the Future & the Door Guardian, and Break from that awful jester enemy.
I think it's rare that Disruption is ever actually a problem because of how easy it is to make it not one, but there were rare occasions where it was scary because I was playing poorly around enemies that could deal it/forgot to destroy a crystal.

A *lot* of statuses are underused unless you're kind of bumbling around. Shock's another example. Only saw a handful of enemies that inflicted it, and otherwise the big source I saw was the bear traps. Which admittedly really threw me off at first, they're simultaneously easy to see and blend in great when you first get to where they start showing up.

There is an area later in the game, where Disruption comes into play again.
