So, her second quest is related to finding her partner, which ultimately leads to the choice of telling or lying about his fate to her.

Thing is, when you do tell her the truth, she is meant to go to him, which ends with her dying, but she seems to bug regarding this, one potential trigger is killing the guy before telling, but might just be random, she will either remain in the hotel, or even come back after dying, like it happened in my current NG, where shes fine and well even though her corpse is back on the trains.

Either that or she has some secret twin we didnt knew about, idk.

I killed the guy after talking to him, then told Belle he died in action. She gave me the rewards for her questline and stayed in the hotel until the end.
